When it comes to London hotels special offers are usually few and far between. It is very rare for hotels in central London to discount its room prices. But there are exceptions.
The problem is that demand outstrips supply – meaning that enough people (mainly tourists and business travellers) are prepared to pay the hotels' asking prices for rooms. And demand is pretty constant. Despite living in cash-strapped times, enough people want to visit London in order to keep the hotels busy.
And busy hotels mean high room prices.
So what can we do about it?
The answer is to "Look Outside The Centre of London"
It's very hard to get a cheap hotel in Knightsbridge, Oxford Circus or Camden Town, but if you look at the Docklands area, for example, there are often bargains to be had. Just look at this four-star hotel, just twenty minutes by DLR (Docklands Light Railway) from Bank station, next to the Bank of England:

The Britannia International Hotel can be found next to Canary Wharf, the home of many of the world's top multi-national companies. This modern glass building has fantastic panoramic views overlooking the London skyline and is within easy walking distance of South Quay Station, which will whisk you by DLR to all of London's major sightseeing spots. There are 442 en-suite bedrooms, with modern facilities that include the famous "three Ts": TV, Telephone, and Trouser Press. Whereas comparable hotels in the W1 area will be asking well over £200 a room, the Britannia International often has bargains for as low as £80-£90.

Another area to look at for special offer hotels is west London. The area between the West End (central London) and Heathrow Airport is strewn with hotels offering cheap room prices. The Paddington and Bayswater areas are very central but far cheaper than their neighbouring boroughs. Here are just two examples:
